The Rector of the University of Legal and Political Sciences of Bamako (USJPB) and the Director General of the School of Peacekeeping Alioune Blondin Bèye (EMP-ABB) through the Analysis and Research Center of the Sahel-Saharan Space Modibo GOITA (CARESS) of EMP-ABB, inform national and international public opinion of the opening of the Master's Program in Organized Crime, Terrorism and International Criminal Cooperation on January 09, 2023 under the academic year 2022-2023. The program is open to anyone who holds a bachelor’s degree in at least one of the following fields:

  • legal Sciences ;
  • political Sciences;
  • development ;
  • sociology;
  • anthropology;
  • criminal sciences;
  • IT;
  • science of technology;
  • engineering Sciences ;
  • Educational Sciences ;
  • international relationships ;
  • administration;
  • finance;
  • accounting ;
  • communications and journalism;
  • theology;
  • social and human sciences;
  • all other related fields linked to the title of the master's degree.

Training aims :

The Master in Organized Crime, Terrorism and International Criminal Cooperation from the Alioune Blondin BEYE Peacekeeping School allows listeners to:

  • train competent human resources;
  • promote and strengthen mastery of the main legal instruments (international conventions, regional and national legislative texts relating to the fight against organized crime, terrorism and international criminal cooperation);
  • set up a study and research laboratory on issues linked to organized crime, terrorism and money laundering as part of a partnership extended to structures for the fight against terrorism and organized crime;
  • develop judicial cooperation in the fight against organized crime and terrorism;
  • protect people and property, particularly the most vulnerable (women, children and the elderly) against humiliating practices;
  • contribute to the stabilization and development of the Sahel States.

Organization of the training:

The Master in Organized Crime, Terrorism and International Criminal Cooperation is organized around lecture courses which mainly focus on Organized Crime, Terrorism, International Criminal Cooperation and related issues. Numerous seminars are organized to provide a more practical and in-depth vision of the different disciplines relating to new threats. The lessons are supplemented by workshops and practical exercises during which students are put in real situations allowing them to follow the process of new transnational threats in accordance with the provisions and mechanisms of the United Nations, the African Union, ECOWAS and States.

The Master in Organized Crime, Terrorism and International Criminal Cooperation from EMPABB is an original training course in terms of its content and the specificity of the structure responsible for its implementation. Indeed, EMPABB is a center of excellence of ECOWAS and the African Union. It is also the only one located in a French-speaking area where teaching is bilingual (French and English). The speakers are high-level experts, with several years of experience. They were specially mobilized to provide training; they have several years of expertise in the theaters of Peace Support Operations and international organizations.

Conditions of admission :

This training is selective. Admission is based on very rigorous selection criteria. A commission to examine the files is set up.

Teaching methodology:

Face-to-face courses, case studies, tutorials, seminars and workshops, real-life scenarios within the framework of engineering/university teaching.

The application file must include:

  • a certified copy of the original of the diploma(s) and certificate(s);
  • a cover letter ;
  • a resume ;
  • a copy of the birth certificate;
  • a Professional Project proposal of 1 page minimum and 3 pages maximum;
  • one (01) letter of recommendation;
  • a Letter of support or a financing guarantee;
  • a request addressed to the Director of the Center for Analysis and Research of the Sahelo-Saharan Space Modibo GOITA (CARESS);
  • 10.000 CFA francs non-refundable file processing fee.

Cost of training and payment terms:

The cost of the training is 3 FCFA (Three million five hundred thousand FCFA).

Payment Terms:

50% upon registration, or 1 FCFA to be paid at the start of the first semester; 750 FCFA at the start of the second semester and 000 FCFA at the start of the third semester.

Payment is made on site and by bank transfer to the following bank account number: 002001201711, ML043 Banque Nationale de Développement Agricole (BNDA) (the payment receipt for payment of file submission fees must be scanned and sent to the Address: mastercaress@empbamako.org.

Processing of files:

A commission for examining the files will decide.

Class times:

Classes start at 17 p.m. and end at 21 p.m., Monday to Friday.

Training duration :

The Master in Organized Crime, Terrorism and International Criminal Cooperation is organized around four (04) semesters.

Teaching units:

  • criminal investigations and intelligence;
  • processing of information;
  • technical and scientific police;
  • terrorism (prevention, financing, intelligence);
  • thorough criminal procedure;
  • new threats and security sector reform;
  • criminology;
  • penology;
  • cybercrime (prevention and repression);
  • criminal policy.
  • Possible outlets:This training helps strengthen the capacities of actors involved in the fight against organized crime.
    It also makes it possible to have Experts and Consultants capable of understanding, analyzing and fighting effectively against organized crime and terrorism by implementing their knowledge on the ground through specialized organizations such as:

      • International Services and Organizations which operate in the field of international cooperation;
      • Parapublic and private structures involved in the prevention and fight against organized crime, terrorism and in international judicial cooperation in criminal matters.
