MASTER'S DEGREE IN ORGANIZED CRIME, TERRORISM AND INTERNATIONAL CRIMINAL COOPERATION (MACOTEC)
I. Context and justification
In a context marked by the globalization of threats, the internationalization of criminal networks, and the rapid evolution of technologies, academic institutions are working to strengthen their training initiatives in order to provide African and international practitioners, professionals, researchers, and managers with up-to-date skills adapted to contemporary security challenges. It is within this framework that the Alioune Blondin BEYE Peacekeeping School (EMP-ABB), in partnership with Kurukanfuga University of Bamako, has decided to enhance its academic offerings, consistent with its mission of training, research, and support for public policies in the areas of peace, security, and criminal justice. One of the flagship initiatives of this academic strengthening is the establishment of the Master's program in Organized Crime, Terrorism, and International Criminal Cooperation (MACOTEC), an innovative program designed to equip national, regional, and international actors with the analytical and operational tools essential for understanding, preventing, and combating complex forms of crime and terrorism.
This two-year Master's program combines theoretical instruction, case studies, practical work, and expert presentations, facilitating the acquisition of knowledge on criminal dynamics, legal responses, and mechanisms of international criminal cooperation. It offers students the opportunity to acquire high-level educational content based on international standards, emerging practices, and teaching methods adapted to the professional requirements of the sector. It fosters interaction with specialists from national and international institutions, strengthens participants' analytical, intercultural, and operational skills, and prepares learners to thrive in professional environments where mastery of transnational criminal issues and criminal cooperation procedures is a major strategic asset. It provides learners with the opportunity to enhance their professional skills, broaden their understanding of international security challenges, and improve their contribution to public policy, security institutions, and judicial mechanisms. It also serves as a crucial lever for increasing their performance in constantly evolving environments that demand expertise, rigor, and strategic vision.
This call for applications is launched to select the students for the third cohort of MACOTEC, the number of which will be limited to 30 students in order to guarantee personalized support and optimal educational quality.
Through this selection process, the EMP-ABB wishes to identify motivated, committed candidates capable of taking full advantage of an excellent curriculum dedicated to organized crime, terrorism and international criminal cooperation.
II. Training Objective
The objective of the Master's program is to train managers capable of effectively analyzing, preventing and managing contemporary threats related to organized crime, terrorism and security crises, by strengthening their analytical, legal, strategic and operational skills.
Specific objectives
• Master the fundamental concepts related to transnational crime, terrorism and security crises;
• Mobilize modern tools for analysis, crisis management, intelligence gathering and exploitation;
• Strengthen inter-institutional coordination and international criminal and security cooperation;
• Integrate the principles of international humanitarian law and human rights into actions to combat threats.
III. Admission Requirements
This program is open to anyone holding at least a Bachelor's degree (LMD system) or equivalent qualification in one of the following fields:
• Legal, Political and Administrative Sciences;
• Economics and Management Sciences;
• Science and Technology;
• Health Sciences;
• Human and Social Sciences;
• Agricultural Sciences;
• Educational Sciences and Training;
• Any other relevant related field.

The application file must include:
• a stamped application addressed to the Director General of EMP-ABB;
• a certified copy of the Baccalaureate diploma;
• a certified copy of the Bachelor's degree or equivalent;
• certified copies of any higher education diploma (if applicable);
• an extract of birth certificate;
• a Curriculum Vitae;
• a cover letter;
• a letter of endorsement or financing guarantee;
• 04 recent passport photos;
• presentation of original diplomas during the interview;
• Payment of ten thousand (10,000) FCFA processing fees against receipt (non-refundable), payable directly to the secretariat for physical deposits or by Orange Money at (+223) 93 02 99 98 for online deposits.
IV. Organization and Methodology of Training
The program includes:
• specialized theoretical instruction;
• real case studies;
• summary seminars;
• field visits;
• simulation and crisis management exercises;
• conferences and presentations by national and international experts;
• a research paper.

VI. Cost of training
Tuition fees are set at three million five hundred thousand (3,500,000) FCFA, payable according to the following terms:
• 50% upon admission before the start of classes;
• 25% at the end of the first semester;
• 25% at the end of the 2nd semester.

• Duration: 4 semesters
• Hours: 17:00 PM – 21:00 PM
